When I set the SkipBillToLogic to true in WoCreateCommand, I get a "BillRuleID is a required field." error.

The only reference I see that is close is "BillingRule" but that is in the WorkOrderCost entity, which I don't reference when I create a work order with WoCreateCommand.

Where do I need to include "BillRuleID" in WoCreateCommand to prevent Corrigo from adding any fees to the work order?
